Reactivation with USB stick, how?

Hello,

I’m trying to transfer Cubase 10 license from old to new laptop (USB elicenser). It asks to enter activation code, after I enter it, it says

“The activation code has been used already”.

I’ve tried reactivating and reseting via software but then in manuals it says that with USB I don’t need even to reactivate, so how does it work then?

Tried deleting license via cubase but it re-appears,

There’s no reactivation to do for licences held on a USB eLicenser. Install the software on the new system and plug in the USB eLicenser containing the licence.
