When I start a new project, there is a nice rectangle that shows the key; it subsequently disappears by my own hand. I can now set the key signature correctly, but how do I get that nice label to appear?
One last newbie question, when I am in engrave mode how do I adjust the green lines at the top, I would like the project name (in my case the album name) and the flow name (track name) underneath the project title. I have place a return and made the titles smaller and added the flow token but it doesnt look quite right.
pb21, as far as I know, the key signature label is only necessary, if you have no key signature, i.e. C Major or A Minor.
If you define your own key signature, this label is obsolete, because it’s defined by the key signature itself.
Regarding your layout question: go to Engrave Mode and (in the right panel) edit the Page Template for the First Pages.
I am not sure; I have only just started with dorico 5 elements. I do love it as a program, just a hard learning curve as I don’t always know what to search for.

The Key Signature Signpost will appear only if an Instrument in the score is in the same key and would therefore have no displayed Key Sig. For example, Trumpets in a Bb score, Horns in an F score, etc.
Dorico Elements can not save Templates. That is a Pro only feature.
At the top left of that page, the product version is displayed, indicating this is a page from the Dorico Pro manual.
You can navigate directly to the appropriate manual for your version from within Dorico itself, via the Help menu, or by going to steinberg.help directly.
However, the URL in the link you shared should have “dorico_pro” in it, rather than just “dorico”, so I’m going to investigate why that is.
As to your question about showing the flow title below the project title: if you enter the required titles in Project Info, they will appear on the page automatically.
If you started a project using the Hub (which might explain why your projects start with a C major key signature, as that’s the default for the Hub’s Create page) and didn’t tick the “Project will use multiple flows” option, then the Layout Option to show flow headings will be turned off for you.
As it looks like you’ve overridden the page by entering text into text frames manually, see here for how to remove those overrides in Elements, resetting the page to its default settings, and allowing it to show flow headings if you change the Layout Option:
