Reinstalling Cubase when Windows 7 has been reinstalled?

Hi everyone.
Before reinstalling Windows I had Cubase 7 elements installed on “d:” and that worked just fine.
But now I have reinstalled Windows 7 and now Cubase 7 elements will not load from “d:”.
I get this error:
“File SYNSOACC.DLL” cannot be located in the Windows system folders.

What can I do to fix this problem?
I hope I dont need to reinstall Cubase with all the plugins I got.

Note: I don’t have a USB elicenser

Reinstall/repair cubase.

Just run the installer again, you shouldn’t have to install all the content if it’s already where it needs to be.
