I’m having trouble with a specific staff in my project choosing its own local time signature, no matter how much I try to set it globally.

Have you tried just deleting the time signatures and creating one again? With the way Dorico works, it will look funny before recreating the meter again, but will go back to exactly how it was before.
Yup, tried that. And somewhere in the movement, it doesn’t work.
