I have a score with two instruments (violin and piano).
I am having the following issue:
Normally when I put a repetition bar, it displays on all instruments but in this score, it some times display in violin only an other times on piano only.


I don’t know if there is a setting for this not to happen or if it is a bug.

If you have entered time signatures as independent time signatures (local to one staff, done by confirming with Alt/Opt-Enter instead of just Enter) then it is possible to enter an independent barline the same way. It might be possible that you have done this without realising it.
To fix it, select the repeat barline and press Delete, then select the (normal) barline which will be there and enter the repeat barline and confirm it using Enter without holding down Alt/Opt. You might need to do the staves separately.

I can’t replicate your case on my system Windows 10 Pro 22H2, Dorico 4.3.30.
I suppose @StevenJones01 is right about how you inserted the time signatures, because the barlines no matter that one is repeated and the other above (for the violin) isn’t… they are not aligned.
More information about the insertion of the time signatures and the repeated barlines will be welcomed. 
Still the most obvious reason might be the time signatures were inserted as independent per instruments staff by using Alt/Opt key.

I finally resolved the issue by eliminating the repetition bar and time signatures and then dorico allowed me to insert the repetition bar at the correct place:
