I wanted to add some kind of option into Dorico inside the Engraving Options dialog: the ability to make the ideal attached image happen as a default setting—not as shown in the default one.

That might be an unrealistic expectation, I’m afraid. You can achieve a result slightly closer to what you want by setting the option for avoiding collisions with rhythm dots to position the tie before rhythm dots rather than after them, but that has the potential for undesirable appearances in other situations.
