IMO, each quarter rest should be notated as two 8th rests. I could use Force Duration, but I’d rather have Dorico do this the right way automatically. I can’t find anything in the settings for this. Is it possible?
My impression is that the note/beam grouping rules for cut time are unfinished at this point. If what you want is for cut time to behave like 4/4, see A workaround for persuading Dorico 3.5 to beam/group 2/2 like 4/4
