Rests Not Creating Multirest in Part

Hello,

I’m engraving a piece for wind band and dealing with a bizarre bug. In the Percussion 4 part, there’s a large stretch of measure rests that refuse to condense into a multirest.

I’ve tried selecting and deleting to check for hidden objects, checked for possible signposts, everything. The only action that resulted in the multirests appearing was deleting the following passage in the vibraphone. Does anyone know why this might be happening?

It is the pedal line on the Vibraphone hanging over from bar 13.
