The numerous posts / info to install Halion One for compatibility with old projects is not what this post is focusing on. With those posts, you only get a Halion One with no presets available. Only when you load old projects do you see your Halion One come to live.
For those like me who just want to see a fully functional Halion One for no particular reason other than nostalgia - especially since the newer Halions have all the sounds that Halion One has - here is a procedure on what files to copy, assuming you have an older version of Cubase with a fully supported Hailion One within to begin with.
(Actually because of the track presets that came with some of the sounds in Halion One, you do experience subtle differences when you load the track presets too along with the sounds themselves. These factory-created track presets are no longer available it seems with newer versions of Halion)

Install a copy of Halion One in your current setup of Cubase following these instructions: https://www.steinberg.net/nc/nl/support/knowledgebase_new/show_details/kb_show/halionone-overview.html

Copy the soundbank from your old system to your current setup:
- :\ProgramData\Steinberg\Content\HALionOne SoundBanks ← old system
:\ProgramData\Steinberg\Content\HALionOne SoundBanks ← new system
Then while you are in the Halion One plugin interface (in your current Cubase), do a right mouse click on top of the interface and select “Locate content” from the context menu. Select the folder where the content is placed on new system. You might need to unhide “ProgramData” first in file explorer in order to do so.
- Copy the Halion One VST3 Presets from old system to new:
- :\Program Files\Steinberg\Cubase 5\VST3 Presets\Steinberg Media Technologies\HALionOne ← old
:\ProgramData\VST3 Presets\Steinberg Media Technologies\HALionOne ← new
- Copy the Halion One Track Presets from old system to new:
- :\Program Files\Steinberg\Cubase 5\Track Presets\Instrument ← old
:\Users<your home folder>\AppData\Roaming\Steinberg\Track Presets\Instrument ← new
That’s it ! After all these are done, you may need to rescan everything in MediaBay. Your Halion One should be fully functional with all the presets available.
