Right channel louder than left in cubase meter and vu meter

I dont know if this is an issue or not but in cubase 11 pro meters and in vu meter right channel is louder the left channel left channel at 0db and right +3db

Is this normal?

Create new project.
Create one output bus and one mono group or audio track.
Insert test generator on that group/audio track.
Route group/audio track to output bus and pan center.
Measure.
