Ruler question

I have the time ruler set to Bars and Beats in the Project Setup dialog but it’s not showing bars and beats. Each measure is divided into 10 increments and further along in the song (say measure 30) it shows 1.5, 1.6 etc.

How do I make it show measures?

The main ruler at the top follows the type of time display in the transport panel. Is that the problem perhaps?
