Every first start does nothing and every second start shows Safe Mode even if I checked Delete program preferences and Deactivate all third party plug-ins. Can you help me please?

There could be a link that Rev-X Plate, Rev-X Room and Rev-X Hall only appear occasionally. I only see RoomWorks SE most attempts
I tried reinstall Cubase and Halion - nothing helps

Try renaming or deleting the User Settings Data Folder.
You can locate it using the Windows Run command.
Hit Win+R, and paste %appdata% into the field that appears.
Then rename (or delete) the Steinberg folder.

That means, Cubase is crashing.
Make sure, you have the latest 11.0.40 installed, please. Share the DMP file, if there is any:
Win: Documents/Steinberg/Crash Dumps
Try to trash Cubase Preferences folder:
Win: %appData% Steinberg/Cubase X_64

Thank you and I send Crash dump, but problem probable is in win32 Halion which was on block list and I unblocked it when I was looking for losted rev effects…

The crash is in the ur_c_extension. Please, make sure you have the latest TOOLS installed.
