Yes, on upper right side of the screen you can see a snap to grid button.
There is series of fixed grid options beside that like 1/4 and etc.

i am looking for snapping to a scale, say, c major scale…not note duration
No, there is no scale snap function in Cubase. However, there is one workaround. You can create Chord Track and define your scale in the Chord Track. After, in Midi Editor, select Chord Track in the upper toolbar list (should be set on Velocity by default). In that case you will see the notes that is not in your scale in red color. It’s no directly snap to scale function, but it’s very close visually.

This will work to show what’s in & out of the scale. However the colors are also supposed to indicate if a note is in or out of the chord in addition to the scale. That part got broken in the C9 upgrade and hopefully gets fixed in first update.
