Is there any way to score scrolling during playback?
Only page-by-page.
Having the playback cursor stay in the center of the screen and the music flow by has been often requested, but it is not natively possible in Dorico (yet) and the Development Team has given no indication (to my knowledge) that it is on the roadmap for implementation any time soon.
it has to be activated in some way or it is there
by default…?

Maybe you are looking for this?: you have an option that you can toggle, in the lower part of the window: Follow playhead. As @Derrek says, this doesn’t scroll the score itself, but lets the position of the score where the green playhead is moving, stay visible, during playback.
