Can we finally get the tiny horizontal and vertical scrollbars wider in 9.5 ?

But there’s a bug with ‘+’ + ‘-’ - they don’t have as wide a range as the scroll bar!

Do you mean the dot going off the zoom scales? That’s a known issue.
