The edit function, select > in loop, now selects the empty area at the very bottom of your project. When this area is selected, insert silence wont work. Our macro functions no longer work as a result.
Open a session with Data
Set locators to a range within project bounds in which you wish to insert silence
Select Range tool
Edit > Select in Loop
Insert Silence

What is the purpose of selecting, being able to select this trackless space at the bottom? Its rendered a couple of functions useless.
Not sure that I get the ‘very bottom’ concept, but anyway, this macro works as exepected, here, following more or less your OP (and using the specified ctrl+Shift+R shortcut) :
By the way, @Johnny_Moneto solution works also. So, could you post screenshots showing your initial (and eventual final) state(s) after having launched the macro ?
Press the insert silence command.
5.Nothing happens
6.Repeat again with range selection tool instead of arrow tool.
7.Demonstrate that this selects empty space at the bottom of project.

With the range tool selected, manually select everything except the empty portion at the bottom.
11.Press key command for insert silence
Works as expected.
The issue seems to be it selecting empty space at the bottom.
Im not currently using our marco but you can see the steps in the floating window.
Not the case here, even when using the related key command (ctrl+shift+E). It simply works, as @Johnny_Moneto stated already…
Additionaly, I’m sorry to say that your video doesn’t enlighten me about the real issue, and I still don’t get what you mean about the ‘bottom of the project’.
Beside this, indeed, when using the Range tool instead of the Selection one, the key command doesn’t work, but the macro shown in my previous post does, as well as @Johnny_Moneto one.
So again, could you clarify what you mean about the ‘empty space at the bottom of the project’ ?
With all due respect - I think you did not read carefully what I posted. You chose “Select In Loop” instead of “Insert Silence”. Maybe you can try again?
Which version of cubase are you running?
In the first attached screenshot, I have just pressed Edit > Select > In Loop
Doing so selects what i am calling the “empty” space at the bottom of the project. An area you can select with the range tool that is below the lowest track in session.
For me, if that area is selected, Insert silence, the stock cubase command, will not work. Select in loop, selects that area.
In the second screenshot, I have manually dragged the range selection tool to encompass the space from very first track to the very last track. When done like this, without the “empty” portion being selected. Insert silence works as expected.
I’ve run into this issue as well. However, for us as long as the rulers were hidden before selecting. Insert silence works as expected, provided we manually select the range. We’re currently running 13.0.10. We havent updated as I heard there were some serious bugs concerning key commands and PLE which we use extensively.
