Select Tool Remains Engaged

I am doing a trial of Dorico and puzzled about the following:

The Select Tool remains selected after one has selected one of the tools below it, like "Start Note Input"etc., but this disables the gray pitch cursor that shows one what pitch one is inputting. Are there situations where one would be using the Select Tool and Note Input at the same time and not needing the pitch cursor? And of not, why doesn’t the Select Tool disengage on its own when Start Note Input etc. is engaged to avoid this?

The arrow icon is not actually a select tool. It enables/disables mouse input.
