Setting a plugin as 'inactive' manually

How can I deactivate a particular plugin in cubase (11 pro) I can only find the ‘Hide’ property which says

The selected plug-in is hidden from view.

is this the same as it being completely disabled and no loaded into cubase ?

googling the subject says there is a ‘active’ check box which should disable it, but that doesn’t exist

basically yes - the plugin is loaded on a scan at FIRST startup - but after that it isn’t loaded until you use it (in 99.9999999999% of cases)
