Is there a way to do this? In particular, I have the problem that when I set the size of my metronome marks to be big enough for the full score layout, they are way too big in the parts.
Currently, only Paragraph Styles have separate sizes for Score and Parts.
I’d suggest setting the Font Style to the size you want in the Parts, and then in the Score, select all the Tempo marks and use the Scale property to make them larger.
(Of course, if players need to know how fast the beat is, they could always just look up… 
)

How does one get a separate size for score vs. parts?
It depends on what kind of item you’re asking about. If the item uses a paragraph style, then the definition of the style lets you set different sizes for scores and parts. If the item uses a font style, then you can’t set different sizes.
