Single Note MIDI Velocity adjustment?

The low A1 on my MIDI controller is transmitting a velocity about 25 values higher than other notes. It’s easy enough to adjust this afterwards, but can be quite distracting during a performance. Is there a way to tell Cubase “Drop all A1 notes received by 25 values” on MIDI IN A Ch 1

Perhaps there’s an external MIDI editor that can modify the MIDI signal before it reaches Cubase?
