Is there a way to create a solfege and standard chord name combination above each other? I believe this is called Capo? This is what I mean:
I’m afraid not. Dorico 4 does have the ability to show two different versions of a chord symbol for use with guitar capos, but these will be two different chords of the same type, rather than one of them being solfege, e.g. for a guitar with a capo at the 2nd fret, you might show F#maj7 (the main chord) and Emaj7 (the capo chord).
