In Steinberg’s Download Assistant, Under the “My Product Downloads” Cubase Artist 11.0.41 is what i bought. And i see there are a list of additions (recommended) and (optional). Are all of those installers included with my purchase of Artist 11 and are free to download and use?

Yes, all the content and components you can see under the Cubase 11 > Cubase Artist 11 in the Steinberg Download Assistant are part of Cubase Artist 11 license. You can download and install them.
