Steinberg download assistant offers to install updates - are they free?
The options are - applications: groove agent SE5.1.20 - instrument & Retrologue 2.4.0 - instrument. How would I know if they’re free?
Also, there’re more - like Cubase 12 - and there is a readme file that says to purchase. but in Dorico - there isn’t. just download and install etc.
Now I’m confused.
Can anyone help please?

All updates with the same main version number are for free (in the past for example Cubase 9.5 was not a free update of Cubase 9.0; but since we don’t have these .5, all are free). So if you own Cubase 12, all the Cubase 12.0.x updates are for free. Same for Grove Agent SE 5.x updates, etc.

ok, I think I got this: if I have Cubase 10 - I can’t download 12 because it’s a different no. but if I have 10 and there’s an update for 10.5 - I’m entitled to download and update it without any extra payment?

No, sorry, you can’t. The .5 were also paid updates. You can start only Cubase 10.0.x versions with Cubase 10 license.

If there was Cubase 10.0.40, 10.0.50, 10.0.60 or 10.0.70 update, you can use it.

Cubase 10.0.60 is the last update to Version 10.
