Ok, don’t bother - I’m using good ol’ direct download instead.
Just for the sake of completeness: There seems to be something wrong (or “special”?) under macOS 13.7.1. I still get the same error message as shown above on the Mac, while the app worked as expected on the very same network under Windows.

Maybe Firewall or antivirus settings block the communication with the server.
I looked in all the usual places and found nothing suspicious. It’s a plain vanilla macOS install. Mind you - every other app or service on this machine works as expected, AFAICS.
The same thing here, but only in German. The solution is a workaround and does not solve the problem, Firewall or antivirus are checked - and all other connections work.
