OK, one more try: could you do sudo chmod a+w /private/tmp
? (That’s “a+w” as opposed to “a+x” which is what we tried before.)

For what it’s worth, we think that one of the causes of this sort of problem - where the permissions on /private/tmp
get messed up - is a bug in some versions of Symantec (e.g. this very old thread). It may well be that this is a one-off and won’t happen again, but you might want to check you’re fully up to date with Symantec just to be sure.
