I am puzzled why the first iteration of this phrase is separated (up stem / down stem) while the last one condenses all as up stem (my preference would be the last one in this case). On later pages the same occurs, this is the trumpet part. The horn line similar in structure never condenses throughout.

For issues relating to condensing, you’re best off if you can share the project file – either the original, or a duplicated version that only contains the affected players and bars (ie we don’t need to see the whole piece).
Because the context of the music affects the condensing result, it’s very hard to diagnose the root cause from screenshots alone.
It was a dynamics thing. When linked the stems do as expected, unlinked as seen above.
