After reinstalling Cubase Elements the Insert Studio EQ was/IS missing.
All searches yielded NIL
I am wondering do I need to download Cubase again and start again.
I am reluctant to do all this again mainly because of the asio4all config issues(with Jam Origin MIDI guitar) but I have a feeling that a fresh download may be the last resort.

StudioEQ was initially not meant to be part of Elements, but as it was advertised as present and added later on.
Please, make sure you run the latest Elements version (8.0.40), as the issue was resolved with the patch 8.0.30, if I remember correctly. Cubase 8 Updates and Downloads | Steinberg
