Swap Voice Contents not working

When working on a larger score making a piano reduction (with lots of multiple voices), I have a problem that Swap Voice Contents is not working. It isn’t working via my assigned keyboard shortcut or via the context menu. I’m not sure if I’m doing something wrong, or perhaps there’s a reason why it won’t operate. I’ve put an example of a passage in this smaller score. Grateful for any clues!

It works OK here. Select all the upper staff. Filter>Notes and Chords… Swap Voices.
