Is it possible to insert a system break (preferably via keyboard shortcut) in ‘Write’ mode? Or do I have to switch to ‘Engrave’ mode to do this?

Do the first one in Engrave mode (select a location and press shift-S). In Write mode you can select it and then alt-click at another location to paste it there.

Suggestion: if shift-S is not used in the write-mode, why not activate it here?
It is. S and Shift S are used to start and stop Slurs. You can 'nest" slurs by pressing S more than once, and then press Shift S to end each one.
It is actually used in Write mode but only during Note Input (to stop slurs)
If you need to insert lots of system breaks, sometimes (depending on the situation) it might be worth checking your Note Spacing values: adjusting this might well get more systems closer to the result you want automatically.
Ie if Dorico is consistently putting more bars per system than you want, increase the note spacing.
