Tempo marking for rests

I need to indicate the tempo marking of rests only (because the music itself is unmeasured, but the rests are). Is there a way of doing this?

What kind of notation do you want to achieve?

I would like “quarter REST = 48 bpm”

You can achieve this relatively easily using a text object and Bravura Text.
