Hi @dggnotes, yes: set the properties panel to Locally and then select the Tempo marking/s (also using Select More) and set the Common Custom scale value as desired, for that layout:
Another option is to set the font size for tempo text (immediate and gradual) as absolute. As the score usually has a smaller rastral size than the parts, this can have the desired effect. This avoids manual adjustment for tempo texts that are added later.

You would do that in Library > Font Styles.
Just as a reminder, from Dorico 6 you now have independent Font Size for Full Score and Parts, for Tempo markings. Those settings now live in the Library > Paragraph Styles > Tempo:
