Aha, this is a clue – You have to use the number pad. The row of numbers above the letters won’t do it. The clue for me was the deselection. Alt-zero (not on the number pad) is a shortcut for return focus to the selection in the score.
It looks like this was a case of hardware issues. Even though I was using my number pad, the (very old) keyboard didn’t have a way to turn off num-lock. I swapped out the keyboard and the alt-0249 works just fine. If you hadn’t inspired me to double check my keyboard I would have never caught this. Thanks.

As I mentioned, it was a faulty (or just very old) keyboard. It’s working fine now.
