In Staff spacing in Engrave mode. The blue color area which denotes music frame margin does not change when I change its value in the layout options (i.e. the margin itself changes correctly, but the blue area remains unchanged.) . Is this correct behavior?

No. I raised it a while back. It’s been fixed internally but looks wrong in 3.5.
