When I simplify it to just one bar, it works fine. I’ve uploaded my Dorico project (the first 16 bars).

It’s due to the fact that in the original file, violin II has a condensed divisi on the first system, and violin I does not. My own solution so far has been similarly hacky: manually rename the players Violin I and Violin II respectively to override Dorico’s auto-numbering.
