I tried to run the Steinberg download assistant today (to see if there is a new version of Cubase 14). It says I need an update of the download assistant. But when I agree to download the update, it throws an error (but does not say what the error is). Not sure what to do next.

Have you tried simply downloading and installing the newest version from Steinberg Download Assistant | Steinberg ?
If it doesn’t work, it’s unlikely anything you do will fix it. One day you’ll use it and it will work. Another day, it won’t.
Don’t waste energy on this, just go here:
(Most Steinberg software is here, although not all.)

same here, I can not find the solution
If you’re on Windows:
Try this.
1.) Reboot your PC
2) Press Win+r to open the Run box.
3) enter the following line in the box and press enter.
%userprofile%\appdata\Local\Temp
- Delete the contents of the folder, but not the Temp folder itself.
Ignore any files that complain they can’t be deleted. - Reboot
- Try the Cubase update again
