In engrave mode i should be able to see the right tab pop out right? with page information and master page columns. but nothing shows up for me. I can’t create a title page! and i need to make one quick, i have a deadline.

Welcome to the forum, Theo. I’m afraid Dorico Elements doesn’t include the page template features of Dorico Pro. You can upgrade to Dorico Pro if you need these features.
Alternatively, perhaps your quickest fix is to go to Layout Options and change the initial page number to 2 (or 3, if you want there to be both a title page and then a blank left-hand page following the title page), export your project as a PDF, and then create your title page (and possible additional blank page) in another application, and combine the PDFs together.
