Does Elements have the ability to create a title and instruction page? I know that Elements does not have Engrave mode and I know with Engrave mode, you can create a title page, but is there another way I could create these pages in Elements?
No, unfortunately not, as they require Engrave mode. You could get a Pro trial and create a file with your desired formatting, which you could then use within Elements.
Or you could ask a Pro user here (I refer to the software version, not the skill level), and if it’s simple enough, I’m sure they’d be willing to create it for you.

You might also be able to create your title page(s) in a PDF and combine the title pages with a PDF export of your music file (if you have sufficient PDF software).
