I think it would be useful to have a transcription tool inside Nuendo. I work in dialog editing and if you could get a transcription in a marker track for example would be helpful for searching purposes.

Interestingly it’s coming to protools in coming months and there are a few gifts from Steinberg SPL and Wavelab Go free with Protools next version…
If memory serves, I think Spectral Layers 11 has a similar feature.
Yes, began with SL 10 - though as @Rajiv_Mudgal said, its only found in the ‘Pro’ edition (not the ‘SL One’ version included free with Cubendo)… Lots of languages supported too.! 
Of course, this is another separate expense and the OP’s request is for something native inside Nuendo. They are possibly not interested in all the other features SL Pro gives them to justify that expense.
However, these tools are complex and need support to develop them - which means paying for their upkeep. There are paid online alternatives for ‘one-off’ or infrequent submissions, that may be more attractive…
