Transfer my E license and software to new user

Hi, there can anyone help me with advice on how to best transfer my software and the E licencer USB to a new user.

i know you can transfer the software from one - E license to another but want if you want to transfer the whole e license USB and software combined — would it be better just to change the current account over to their name?

Just remove the E-Liceser from your account.
The new owner must register that E-Licenser to his account.
Thats all! as far as I know.
