Dorico doesn’t support two simultaneous clefs on the same staff at the same time. You can add a text item using Shift+X and add a clef symbol in the text item to achieve the desired appearance. Use the Insert Music Text dialog to add the clef:
Use Edit > Flip to flip the text below the staff, then adjust its position in Engrave mode.

You can also input this as a normal A-sharp, suppress its playback, then add a real C-sharp, hide notehead and stem, and also get your playback!
Either what Daniel said or a Playing Technique created to look like an F-clef.
Wouldn’t you also need to take care of the upper note d"?
