I can’t see how this is correct behavior. What I want is for the frozen instrument/track to behave as if it was not frozen. Otherwise, the pain of having to mute the frozen instrument in the Mix Console each time I want to solo something else makes it not worth doing. Has this not been acknowledged as a bug by Steinberg?
It is how it should be, frozen tracks are audio.
It might be more convenient for you, but it’s not logical.
