How do I add chords over inputted notes? In bar 3 beat 1, I want an f7 over the C in the tuba part. How do I create this?

Select that note, then shift-Q (chords popover) F7/C enter.
If thé chord does not appear, there are several things to check. Do you want thé chords to appear at the top of the système or above this particularité instrument (layout options>chords). If you want it on that instrument and it does not show, then go to Setup mode and right-click that player (left panel)>chords>show for all instruments (held by that player).
