For some reason, tuplets numbers on 8th notes are being placed above the notes by default. I want them to be below. For some reason, the placement is toggled on, but it should be off.

Is this an xml import? If so, uncheck all import options in Preferences. Then Dorico will apply its own defaults.

What instrument is playing the notes?
In your screenshot, wouldn’t you need to select the 2nd option?:
As far as defaults , did you see this post?
In his Notation book, Gardner Read makes the fair point that tuplets with square brackets should stem from the side of the head of the first note in the group. - This is because the bracket (used when beams are not there to do the same job), resembles and so could be construed as a beam.
Thus:
