Have options to choose when alt/opt modifier brings about the draw tool
e.g. Project window / key editor / drum editor
I find it particularly in the way in the drum editor, as I use alt/opt + drag to duplicate often, but in the drum editor if you are pressing alt/opt prior to dragging it turns into the drum draw tool and erases the next note you click on.

Preferences > Editing > Tool Modifiers > Object Selection Tool, disable the Draw tool for the Alt modifier.

Oh, you are right, this option is not available.
And additionally I only really want to turn it off in the Drum Editor, but keep on for other instances.
The reason? Because you can’t drag+copy using alt/opt with the drum tool if you press & hold that modifier prior to dragging, which is generally my habit. (Instead the result is the drum note is deleted)

I can’t imagine the complexity of the preferences, if it would be window specific. But it’s your feature-request. 
I would definitely settle for the simple option of turning that modifier function on/off.
I would probably have it off for the reason mentioned above.
