Two layers but only one program?

Is it possible to load a Padshop 2 program into Layer A and a different Padshop 2 program into Layer B so that they both sound simultaneously? When I try to do this, the program I load into Layer B replaces the one in Layer A. I’m probably misunderstanding what Layers represent, but I’d like to know for sure that I can’t do this.

I found out that if you click in the right corner where it’s a down arrow that says “Select sample”, you can choose a layered sound for the B layer.
