Ui loses functionality and visual anomalies occur within and outside of Cubase while mixing

I just switched over to new hardware and I have had nothing but issues with cubase since. Most notably has been irregularities with the UI just completely losing functionality. The menu bar drop downs disappear, I can no longer Add any vst to any channel. and the oddest thing is that it affects the visuals on Task Manager as well filling it with little black bars.

Yesterday i posted here about this issue and turned off transparency effects in windows and for a day that was the solution. Now the issue has returned
I’m not sure what to do at this point.

ram usage appears to be 90%+ but I’m not sure what thats about yet

Repro Steps

  1. Launch Cubase 11
    2 Open or start a new project
    3 use cubase as normal adding audio and plugins
    4 Observe UI elements

For whatever reason the ram installed on this new pc was causing the issue. Both pairs were cannibalized from my old build which had no issues with cubase at all.

well I put in an older set of DDR4 and it just works.
all issues i had just disappeared

a follow up. I noticed cubase 11 does not appreciate an overclocked cpu and i exhibited many of the issues highlighted in this report during a recent overclock
