Welcome to the Forum.
As far as I know you can not downgrade a release, the only way here is to buy the full license of the lower edition of the product.
You are not losing anything, your Cubase 9.5 version will keep on working, as long as your USB eLicenser is ok and functioning. The release will not be stopped.
Regarding support of Cubase 9.5, that is a release that has no support at all anymore for some years now, so you won’t get any fixes for it anymore.
You can upgrade to Cubase 13 Artist but run 13 elements. Your Elicenser will be marked as upgraded and you will be able to run every Artist version up to 11 using that elicenser key.

It is correct. It is the same thing in Cubase pro (you can run any of the lower versions, like Artist, elements, and so on) .

this does still work with Cubase 13 (all variants). Just tested it.
Using my Cubase Pro 13 license, I’ve also installed the Cubase Elements 13 installer package (just in case, if a student / colleague / friend uses Cubase Elements 13 and needs some version-compatible project from me):
Cubase_LE_AI_Elements_13.0.41_Installer_win64.zip
Once installed, one just has to click the Cubase Elements 13 desktop link and immediately also press the (left) ALT key. Then all three minor Cubase versions become accessible. To access Cubase Elements, it doesn’t matter if someone holds a Pro or Artist license.
