if i purchase cubase pro 10.5 edu version can I upgrade it to new versions in the future(11,12,13 etc)?
Can i return vat tax?(i m from Russia)

Yes, you can update/upgrade it to newer versions later on. You will use the common retail upgrades. Your license will become retail (non-EDU) license then.
