Updating plugins cant update vst3 plugins

I hope someone can help ive got a weird issue ive not had before.
ive got some updates for some of my plugins and non will update the vst3 files.
its giving me a error box which says…

AN ERROR OCCURED WHILE TRYIG TO REPLACE THE EXISTING FILE:
DELETEFILE FAILED ;ERROR CODE 5.
ACCESS IS DENIED.
CLICK RETRY TO TRY AGAIN,IGNORE TO SKIP THIS FILE (NOT RECOMMENDED) OR ABORT TO CANCEL INSTALLATION.

i only got this error yesterday and no plugin will update the vst3 file.

iv not changed anything on my pc (im on windows 11)

Hi,

To me it looks like a permissions issue. I would try to install the plug-in as administrator.

hi martin this doesnt let me do it im still getting the same error

it looks like cubase is constantly running in the background on my computer when i start my computer.
if i start steinberg downloader it pops up cant update mediabay because cubase 13 is running…the box to close it is blacked out.
if i open taskmanager it shows c13 is running but it shouldnt be because ive not started it so i think this is the reason i cant update any vst3 plugins because it seems c13 is running.

what can be causing it too start on its own?ive not changed anything on my pc.

Try to force quit Cubase from the Task Manager, please.

hi martin its not showing up in task manager.

when i use steinberg downloader its saying theres a update too mediabay (this box appears as downloader is updating)
then a box appears saying please close c13 but its not running…i open task manager and no steinberg products are running except download manager.
