Had the same problem in trying to upgrade to SpectraLayers 11 - my credit card account had been wrongly blocked. Transactions for Steinberg products are handled by e-commerce seller Fastspring. Suggest that you summit a support ticket explaining your concern to their consumer support group. They should be able to identify and rectify the problem.
Just that you know, I did have to do a bit of stickhandling between Steinberg support and Fastspring in the inevitable back and forth, but nothing ‘heroic’. Found Steinberg actually quite helpful and responsive. And I’d bet they do want to sell their products!

I think Steinberg outsource the paying system (I think is Fastspring who take their payments these days) and it’s mainly run by an automated process so a payment problem might be to related to things like incompatible country codes between the web page and your browser. Have you tried a different browser? Given it is an automated system and the owners simply offer their payment processing services to many companies they are unlikely to be aware of any upgrade processes of Steinberg specifically. I hit a problem once with fastspring payment system as they couldn’t process discount vouchers at the time.
